Summary

The Wyoming Community Development Authority (WCDA) offers low-interest loans to income qualified homeowners for energy efficient home retrofits. Homeowners who have an income of less than 80% of the area median income (by family size and county) are eligible for amortized loans with an interest rate of 4% per annum for up to 180 months. Homeowners who have an income of less than 50% of the area median income are eligible for the amortized loan described above or may choose a deferred loan with a simple interest rate of 3%. The deferred loan is payable upon the transfer or sale of the property, or when the property ceases to be the borrower's primary residence. Loan amounts may range from a minimum of $1,000 up to a maximum of $15,000 for either option.

This program is only available for retrofits of existing homes that are the borrower's primary residence. A variety of different energy efficiency measures may be funded by loans, including: furnace replacement; ceiling insulation; set-back or programmable thermostats; caulking; weather stripping; exterior storm windows; doors (including storm and patio doors); Energy Star water heaters and any repairs to the home that may be necessary to complete these improvements. There are no credit or loan-to-value requirements with this program; however, borrowers must be current on their mortgage payments, homeowner's insurance, and property taxes in order to qualify for a loan.
