Homes must be fully insulated to qualify for the window program, and window replacements must have a 0.30 U-value rating. Recommended insulation levels for this program are: Ceiling R-49 , Floor R-19, and Wall R-11. Customers who do not wish to participate in the loan program are eligible for a 50% rebate of the cost of insulation upgrades (income qualified customers can receive 100% rebates).
Interested customers should get bids from qualifying contractors, and submit them, along with the loan application form and an administration fee of $80 to the utility. Once work has been completed, someone from the utility will inspect the work done. Loan applications can be found on the program web site.
