Incentive Amount:
Blower-door test: 100% of the cost up to $100.
All other technologies are 25% of the total cost
Insulation, weatherstripping and caulking, blower-door assisted air sealing, water heater insulation, and programmable thermostats may receive up to $500
Replacement oil burners, oil furnaces, above-ground oil tanks, windows, and exterior doors may receive up to $150.

Equipment Requirements:
Furnaces and boilers: The tested steady state efficiency must be at least 81% replacing a system more than 20 years old or with an efficiency of 70% or less. Replacement fuel oil burners must have an efficiency of 80% replacing a burner more than 10 years old or with an efficiency of 70% or less.
Windows: U-factor of 0.30 or lower< br/> Exterior Doors: U-factor of no higher than 0.20
Attics and ceiling insulation: R-49 or higher
Roof deck insulation: R-20
Floor insulation: R-30 if achievable
Wall insulation: R-21 in unfinished walls, R-15 in finished walls with no insulation
Duct sealing and insulation: R-8
Installation Requirements:
Blower-door tests must be completed by a certified contractor. Duct testing and sealing must be conducted by a technician and certified to complete Bonneville Power Administration's Prescriptive Duct Sealing Specifications.

Summary

Oregon homeowners and renters who heat with oil, wood, propane, kerosene, or butane are eligible for home weatherization rebates for up to $500 per dwelling. A variety of measures, including insulation, HVAC, and gas technologies qualify for the rebates, which go directly to the homeowner, tenant, or contractor who installed the measure on the owner's behalf.

Residents complete an energy audit independently, or with the assistance of a certified contractor, to decide which measures are appropriate. After installing the new products, the “Energy Rebate” form must be filled out and mailed, along with the “Energy Audit Checklist” and copies of receipts to the Oregon Department of Energy (ODOE). Rebate checks are typically received within four weeks. Both forms are available on the program web site.  ODOE must receive the request within one year of when the work was completed. The department may conduct inspections to inspect and verify implemented conservation measures.

Households that qualify for the U.S. Department of Energy Low Income Weatherization Program may receive incentives through an approved Community Action Agency. The Community Action Agency may receive up to $2,500 or 50% of the costs of weatherization and energy conservation measures taken during the SHOW grant period.
