Summary

A.B. 3723 enacted in May 2018 to adopt an energy efficiency program for each utility to increase energy efficiency and peak demand reduction for electricity and natural gas use in its service territory, as appropriate, by 2% of the average energy usage in the prior three years within five years of the implementation of the program. Each utility will develop a program and submit to the Board of Public Utility for approval. 

The bill requires the New Jersey Board of Public Utilities to establish a stakeholder process to evaluate the economically achievable energy use reduction, peak demand reduction, rate adjustments, measurement and verification process for energy efficiency in the state.
